Drug Testing at College International Publishers 1. Identify the Case by Name Drug Testing at College International Publishers 2. State the Important Facts of the Case that Comprise the Ethics Issue(s) The College International Publishers Company of Austin was experiencing theft, employee absenteeism, poor employee performance, poor morale, and declining sales and profits. The president, Dick Bowie, investigated the concerns by interviewing the employees and discovered that these poor indicators were due to two contributing factors. One was that there was no long-term loyalty to the company. Once the employees gained industry experience, they left to work with larger companies. The second factor was the wide spread drug usage amongst the current employees. Mr. Bowie is considering a drug-testing program to increase employee productivity and has hired consultants to assist with the implementation. 3. Identify the Ethics Issue(s) Although the company had established drug-testing programs in foreign locations, it did not have any established programs in the United States. There is a dilemma on whether or not a drug-testing program could be started. There is also an ethical concern on the program method of monitoring, gathering, and testing the specimen. 4. State the Resolution of the Case Mr. Bowie selected a phase in drug testing program with established guidelines for testing. The testing included all new employees, return to work employees, office accidents requiring medical attention and testing on current employees would start 3 months after the initial implementation of the program.
