Delegates could know be elected to create a new revised state constitution and governments also all southerners would be pardoned accept for high ranking confederate army officers and government officials. Private property would be protected however this did not include slaves. While most of the Republicans in congress at that time supported the president's plane for reconstructions others wanted to punish the confederacy. One of the flaws to the plan was that it only took ten percent of the voters to decide if they wanted back into the Union This made voting no longer a democracy. Why was the Republican Party so dominant during the period 1896 – 1912? The Republican Party was originally formed in 1854, led by Abraham Lincoln, and were very much anti-slavery. After 1865 they began to move away from liberal traditions and kept local interests at the top of their priorities. The Republican Party were not united, but kept their divisions well hidden. During the period 1896 – 1912 the Republicans were extremely dominant for several reasons.

On Feburary 27 , 1783 , a delagate from Virginia named Jospeh WJones wrote a letter to George Washington explaining that those serving the army were unable to recieve the justice that they deserve , because Congress' inability to meet their request for bonuses and back-pay , which truly reflected the horrible diposition and debt that the United states' economy was in after the war. Tresury Secretary Alexander Hamilton urged Congress to have the federal government pay off its debts at face value. The national debt swelled to $75 million causing him to put forth the economy crippling excise tax. Due to the lack of major cities and large populations, the state did not have early military significance when states began to secede from the Union. During the secession crisis, a majority of the population in Arkansas was not in favor to secede or to become part of the federal coercion of the seceding states. This was made obvious by the results of a state convention referendum. Although the referendum passed, the majority of the delegates elected were conditional unionist in sympathy rather than secessionist in spite. The morale of the people of Arkansas abruptly changed after the attack on Fort Sumter in South Carolina by the Confederacy, and Abraham Lincoln immediately put a plan in motion to suppress the uprising.
Post-Civil War, under a Republican Congress, the Court was reluctant to hand down any decision that questioned the legitimacy of military courts, especially in the occupied South. The President's ability to suspend habeas corpus independently of Congress, a central issue, was not addressed, probably because it was moot with respect to the case at hand. During these first four years, America managed to mind its own business and really avoid much if any conflict at all, however, in the latter part of it America played a key role in really demolishing all hope that Germany had left by defeating them. Thus today making the United States participation in the war crucial to its victory. In 1916 Wilson won the reelection by using the slogan “ he kept us out of war” but that would not be valid for too long. As the war went on the United States started to side more with Britain, France, and other countries that were fighting Germany. The last straw for the United States in there step to go to war was the sinking of the British passenger ship,Lusitania, by a German submarine in 1915, which resulted in the deaths of 128 Americans.
The new Republican Party included ex Whigs, e.g. Abraham Lincoln, who were ready to meet the demands of Americans. Republicans demanded the end of slavery in the territories, freedom of slaves in District of Colombia, end of fugitive slave act, and the ban of slave trade once and for all. However in the first presidential elections where the Republican Party was introduced, the Republican candidate was not elected. However the republican part did also diluted the Know-Nothings by cleverly redirecting nativist voters to their side.
It included several complex methods to end the war, the most important of which were the three "Reconstruction Amendments" to the Constitution: the 13th (1865), the 14th (1868) and the 15th (1870). From the Union side, the goals of Reconstruction were to guarantee the Union victory on the battlefield by reuniting the Union by guaranteeing a republican form of government for the ex-Confederate states, and to permanently end slavery. Although even after the war had been won and amendments had been passed there was still a great division amongst the north and south with that, groups like the Ku Klux Klan came to emerge. The "Liberal Republicans", who argued the war goals had been achieved and reconstruction should end, ran a ticket in 1872 but were finally defeated when Grant was reelected. In 1874 Democrats took control of Congress and opposed reconstruction.
Getting only less than five percent of the white votes, Jackson lost his primary. In concluding about the Civil Rights Movement, it is strongly suggested that the late 50s and 60s were time purging and renewal for America. The incidents faced were sometimes horrible and violent, but all for a good cause. The Civil Rights Movement was a wake up call to the American society. Although it did not solve all racial problems, it did put America on the path to recovery that we are still traveling down today.
